In the spring of 2005, the Housing Authority of Baltimore City (HABC) released a Request for Qualifications (RFQ) for the redevelopment of a portfolio of City-controlled properties in the Barclay/ Old Goucher neighborhood of Baltimore City. In January 2006, Telesis Corporation, a mission-driven real estate development company based in Washington, DC, was selected by Baltimore Housing and the community to lead the revitalization of Barclay/ Old Goucher, a distressed neighborhood suffering from property abandonment, concentrations of low-income families, and high crime activity.
The goal of the plan is to transform the neighborhood into a stable, mixed-income community with quality open spaces, community facilities and employment opportunities.
In 2007, Telesis Submitted the Barclay/Old Goucher Redevelopment Plan to Baltimore Housing.
